The suspect, whose identity is being withheld due to his age, faces a murder charge, and authorities indicated he may be charged with a second murder count due to the victim, 31-year-old Constance Hages, being pregnant, according to Fairfield Police Chief Dan Marshall.

The arrest occurred in Suisun City, near Fairfield, where the incident took place at the Solano Town Center mall around 8:30 p.m.

Four other victims were initially in critical condition: a 16-year-old boy, and two men aged 19 and 32. A 23-year-old man was also hospitalized in critical but stable condition. Two additional men, ages 19 and 43, received treatment for gunshot wounds and were released. By Monday, all but one of the hospitalized victims had been stabilized.

According to Officer Michelle Belyea, a police spokesperson, the suspect specifically targeted an individual within the store when he began firing. Chief Marshall stated the suspect used a handgun and suggested a prior conflict may have existed between the suspect and one of the victims.

Marshall also referenced a previous incident in 2025 where the suspect allegedly fired a weapon at a local high school, leading to his brief detention. He expressed frustration with the handling of that earlier case, stating, “This event shouldn’t have even occurred.”

The suspect was apprehended at his residence on Monday afternoon. Authorities believe he acted alone.

Fairfield, a city with a population exceeding 122,000, is located approximately 45 miles northeast of San Francisco.
