The Strategic Sites Accelerator will allocate funding and expert assistance – including support for planning, grid connections, and financial access – to identify and develop 10 key industrial and commercial sites throughout the United Kingdom. The goal is to eliminate obstacles hindering investment.

Government officials anticipate this initiative will attract up to £2 billion in private investment, potentially supporting tens of thousands of jobs.

Chancellor John Healey emphasized the importance of local leadership in driving economic growth, stating, “Local leaders know their communities best. Only by trusting them with real power and resources will we see change.”

The program will prioritize commercially viable locations with strong investor interest, with current discussions underway regarding potential sites in Glasgow, Burgess Hill, and Sheffield. Investment opportunities are also being explored in Greater Manchester, West Yorkshire, West Midlands, South Yorkshire, Liverpool City Region, the North East, Glasgow City Region, and Cardiff Capital Region.

Business Secretary Jonathan Reynolds described the program as a catalyst for growth, aiming to “get the ball rolling for up to 10 of the UK’s most important potential sites.” He highlighted issues like outdated infrastructure and planning challenges as barriers to investment.

This initiative is part of a broader devolution drive, with ten new devolution agreements nearing completion. These agreements will establish mayoral authorities in Devon, Plymouth and Torbay; Hertfordshire; Lancashire; Leicester, Leicestershire and Rutland; Stoke and Staffordshire; Surrey; Thames Valley; and Wessex. Kent and Medway, and Cornwall will adopt alternative devolution models.

From April 2028, mayoral authorities will receive a portion of local income tax revenue to fund infrastructure, transport, and housing projects.
